The short answer

The percentage of MSRP you actually collect after resale.

Recovery rate is the percentage of MSRP a reseller actually collects after resale. If a pallet has $10,000 MSRP and you net $2,500 in sales, your recovery rate is 25%. Recovery rate varies by category, brand, condition, and channel.
